Welcome!  The directory you're looking at is a mirror of the compiz-fusion
repository for Fedora 8 and 9.  The file you're probably most interested in
is ./compiz-fusion-release-1-6.noarch.rpm which will install the .repo files for you.

You can setup the repo directly from this mirror by doing:
su -s
rpm -Uvh http://lordmorgul.net/pub/compiz/compiz-fusion-release-1-6.noarch.rpm
